Incentives for filming in Montenegro

Well known for its touristic and development potential, Montenegro has much more to offer. Since a long time, it has even been recognized as attractive filming destination. Numerous global video campaigns, spots and films have been filmed in Montenegro – and for some, Montenegro was inspirational piece of land.

Recognizable movies you have probably watched such as: Papillon, The November Man, The Big Picture, The Brothers Bloom, The Last Panthers, Meet me in Montenegro…were filmed on different locations in Montenegro – where the mountains and the sea collide into one.

Beside its stunning scenery there is special tax incentives program established by Montenegrin Government to support development of filming industry and add Montenegro on the map of desired filming destinations.

This Incentives Program is based on the Law on Cinematography and the Decree on more detailed criteria, manner, and procedure for exercising the right to a refund of part of the funds spent on the production of a cinematographic work.

Incentives are applicable to:

·       Featured films

·       Featured documentaries

·       TV Films and TV Series

·       Animations

Main incentive is in the form of cash rabat of 25% on qualified expenses that incurred during production of cinematographic work in Montenegro.

But, to qualify for such incentives, the producer, co-producer, or a production company must meet certain criteria such as:

·       spend a minimum of 100.000 EUR on qualified expenses of funds not provided by the state budget

·       have at least one film or a season of a TV show publicly broadcast or shown in cinemas

·       score a minimum of 15 points on the cultural test, which details the intended use of Montenegrin production capacities, local crew, and talent

·       have settled all taxes, contributions and other fiscal obligations prescribed by the law in Montenegro

·       not have any bankruptcy or liquidation proceedings filed against
